Hex Editor to edit, for example, BSE files and transform CSF files into STR files. Very useful tool. Tutorials on how to use it can be found in the articles on this site.

and I may also add that the plugin is not being shipped from version 4.1 on, but you may still grab it from http://sourceforge.net/project/showfiles.php?group_id=189927

I might add that Notepad++ also has a built-in HEX editor.
XVI is the best standalone editor though, and it can handle large files
